Apologies if this has been asked before but, as the 'recruit from roster' seems to be becoming more and more popular how does one get on such a roster in the first place?
There are no generic job postings that I can see.

I think there are 2 main way to get on a roster.
1) There are sometimes recruitment campaigns specifically for rosters (e.g. WHO has advertised some very recently), so applying for those and being successful would get you onto the roster for that type of job.
2) The other way I know of is by applying for a regular posting and being successful but not the first choice candidate. Sometimes after going through the recruitment, they end up with 2 or 3 candidates that they like and would be happy to hire, but of course that have to choose just one. So those other candidates can sometimes be added to a roster so that they can be considered for future similar roles without going through the whole hiring process again.
