Do US citizens working in New York receive all benefits including post allowance?

If you meant 'Post Adjustment' YES...

New York serves as a 'point of reference' for measuring cost of living - COL differentials between duty stations. The net remuneration for New York also includes a post adjustment element to compensate for COL increases over time in New York (derived from the changes in local economic data/inflation/etc).
