UNV Allowance vs Staff Salary

I am a newie here.
Just wanted to find out why is there such a seemingly "salary" difference between a volunteer and staff posts with similar qualifications and experience, similar stations for example an international specialist (Fixed term-1 year) with 10 years experience and P3 grade with same qualifications and experience?

'Volunteer' means that A person who works for an organization without being paid. Whereas 'Staff (group of employees)' means A group of people employed by a particular organization on a pay

Hope you know the difference now. Volunteers gets a stipend , staff/employee gets a salary, contractors get the contract payment.
